Add two new optional configuration settings for FeedTicker?, filter_title and filter_url. These can be set to regular expressions used to filter what items are syndicated by the plugin by title and URL respectively. These could be specific to the plugin (i.e. all feeds would inherit it) and/or each individual feed.
