Re-align CHDK and CHDK-DE code base (part 4) - ​http://chdk.setepontos.com/index.php?topic=7601.0

• align english and german language files (except for version string)
• further alignment of platform_camera.h files
• add 'ext_video_time' for SX220 and SX230, update platform code for these cameras
• platform code update for a few other cameras
