Comments are dropped when symbol is empty

Description

When the Code Layout's symbol attribute is empty, all comment blocks are removed.

Can't find a way to solve this at the moment, but have found a fix for triple-slash (/) comment blocks. double-slash comment blocks are still removed.

Since this partial fix is available in v0.6.5.0, I am reducing the bug's severity and priority.
